The Dragonica site at THQ*ice has updated the previous notice again. They have included the links for an account transition as well as a refund page.
Account Transition Opt-out Form
Please note that this form is ONLY for those who do NOT want their accounts transferred to Gravity Warp Portal. Make sure to have this filled out before August 31st.
ICE Cash Refund
This page will give those who would like a refund on their unspent ICE cash information on how to get one. They do have a couple conditions and the refund request must be submitted by August 27th.
Make sure you get all the information for a smooth transition!
THQ*ice has also included a new Dragonica link from Barunson Interactive who is the developer here.

Update: The Dragonica server has gone down as of August 27th. No players are able to log on at this time.
